abstract: this study addresses the changing role of government in china�s triple-helix constellation among government, industry and universities via an exploratory case study in two innovative industry clusters in china. it finds that (a) local governments are motivated to facilitate innovation networking processes, but rather not to exert full control over these; (b) new research and development institutes (nrdis) play a crucial role in the evolution and operation of innovative industry clusters in china. they derive their importance from incorporating strong market elements in the operations of government-affiliated institutions; (c) facilitating localization and cluster development has been a crucial element for stimulating innovation-driven transformation. these findings invite us to propose a catalyzing-state conception of the role of government in china�s innovation system. this innovative concept may refresh the discussion of how far china should be perceived as representing a statist triple helix model.

abstract: why does the chinese government have unsatisfactory policy performance in frontier innovation compared to its extraordinary achievements in the world factory model? since the perspective of political system cannot provide an effective explanation, this article looks at this phenomenon from the viewpoint of information capacity. this article argues, the chinese state has insufficient information capacity to promote frontier innovation�it has not developed an effective system to seize enough information through industrial practice to forge policies for frontier innovation. with the market-oriented reforms, the chinese government has abandoned a top-down administrative coordinative system to organize science and technology (s&t) activities, and employed more market-oriented innovation policies. this article quantitatively assesses three main types of innovation policies, showing that the chinese government has not achieved its expected goals of promoting frontier innovation. interviews and long-term observations prove that the chinese government lacks professional and penetrating capacities to seize and interpret information through industrial practice, and to effectively formulate and implement innovation policies�especially those aiming at frontier technologies with more complex information. this article sheds light on the relationship between the state and the market in the new era and state capacity building for technology and industrial policies.

abstract: much academic research has examined the transformation of hong kong people s national and local identification after 1997. this article further develops the literature by focusing on the notion of cultural othering and adopting the perspective of eventful sociology. it contends that, up to year 2020, an important aspect of hong kong people�s identity change was the increasing tendency, especially among the younger generation, to see hong kong and chinese identities as separable from�or even contrasting with�each other. this cultural othering was an ongoing trend augmented by both routinized and unpredicted political events. analysis of longitudinal and individual-level survey data shows that legislative council elections and major social protests strengthened this tendency of othering. this article adds to the understanding of the post-handover development of hong kong people�s political identities. theoretically, the article illustrates the role of political events in the process of cultural othering and identity evolution.

abstract: localism has been conventionally regarded as a major determinant of public support for hong kong�s anti-extradition law amendment bill movement in 2019. the empirical evidence of the article did not provide support for such a reading. it found that localist orientation was positively correlated with supportive attitude towards the movement, but not correlated with supportive action for the movement, implying that localism had only limited power to motivate hong kong citizens to participate in the movement activities. on the other hand, negative attitudes towards mainland china were found to have contributed to both supportive attitude towards and action for the movement. localism and anti-mainland china sentiments are not equivalent. it gives rise to confusion to label the movement a localist social movement based solely on its anti-mainland elements.

abstract: this article examines labor conflicts and worker resistance in the context of chinese capital in africa through a case study of large-scale wildcat strikes staged by local workers against the huanan group, a chinese-owned manufacturing firm in ethiopia. beginning in january 2019, these strikes lasted for over four months and were unprecedented in terms of both the scale and duration. the authors argue that the wildcat strikes grew out of workers� discontent caused by the company�s semi-militarized despotic labor regime, which was characterized by low wages, intense labor process, and militarized management style. the discontent among workers failed to materialize into effective forms of protest in previous years because the national institutions granted sufficient support for the labor regime and suppressed workers� agency. however, changes in ethiopia�s political environment from the mid-2010s led to the strengthening of worker power and the deterioration of state-business relations, which destabilized the status of the labor regime and provided the capacity for wildcat strikes to develop.

abstract: the paper unpacks the multi-level efforts to establish, promote and implement china standards in overseas contexts through an examination of corporate social responsibility (csr) activities of chinese state-owned enterprises (soes) in africa. drawing upon document analysis of government policies, institutional guidelines and corporate reports from four case companies, as well as field research in ethiopia, it identifies ways that chinese corporate actors interpret, incorporate and initiate csr standards through strategic planning and during overseas business activities. analysis of both first-hand and secondary data shows the development of chinese csr standards is a co-production of international, national and local standards, which involves diverse actors and institutions and is driven by multiple considerations to fulfill commercial, political, social and diplomatic objectives for overseas companies and chinese government.

abstract: chinese investment in central and eastern europe (cee) has been expanding in recent years. as the economic ties deepen, security concerns also rise with arguments decrying chinese investment and loans as a trojan horse aiming at buying off political influence and dividing the european union (eu) from within. on the other hand, some recent studies suggest that the volume and threat of chinese capital have been exaggerated by politicians from different fronts. my study contributes to the understanding of chinese economic statecraft in cee by examining whether it follows a �divide and rule� strategy. i argue if such a strategy holds chinese capital should increase disproportionately in cee countries that have recently joined the eu. i apply a difference in differences (did) design to test whether chinese investment and trade in cee are driven mostly by such a divisive geopolitical motivation, finding no empirical support.
