1. title: changes in u.s. hospitalization and mortality rates following smoking bans

abstract: u.s. state and local governments have increasingly adopted restrictions on smoking in public places. this paper analyzes nationally representative databases, including the nationwide inpatient sample, to compare short-term changes in mortality and hospitalization rates in smoking-restricted regions with control regions. in contrast with smaller regional studies, we find that smoking bans are not associated with statistically significant short-term declines in mortality or hospital admissions for myocardial infarction or other diseases. an analysis simulating smaller studies using subsamples reveals that large short-term increases in myocardial infarction incidence following a smoking ban are as common as the large decreases reported in the published literature.
2. title: a cure for crime? psycho-pharmaceuticals and crime trends

abstract: in this paper we consider possible links between the diffusion of new pharmaceuticals used for treating mental illness and crime rates. we describe recent trends in crime and review the evidence showing that mental illness is a clear risk factor both for criminal behavior and victimization. we summarize the development of a number of new pharmaceutical therapies for the treatment of mental illness that came into wide use during the �great american crime decline.� we examine limited international data, as well as more detailed american data, to assess the relationship between rates of prescriptions of psychotropic drugs and crime rates, while controlling for other factors that may explain trends in crime rates. using state-level variation in the rates that various drug therapies disperse within populations to identify impacts on crime rates, we find some evidence that the expansion of psychiatric drugs is associated with decreased violent crime rates, but not property crime rates. we find no robust impacts on homicide rates and no effects on arrest rates. further, the magnitudes of the estimated effects of expanded drug treatment on violent crime are small. our estimates imply that about 5 percent of the decline in crime during the period of our study was due to expanded mental health treatment.

abstract: in this paper we examine the mobility of early-career teachers of varying quality, measured using value-added estimates of teacher performance. unlike previous studies that have examined these issues, we focus on the variation in these effects across the effectiveness distribution. we find that, on average, more effective teachers tend to stay in their initial schools and in the teaching profession. but there also appears to be heterogeneity in mobility behavior across the performance distribution and evidence that teacher mobility is affected by student demographics and achievement levels.
4. title: the role of teacher quality in retention and hiring: using applications to transfer to uncover preferences of teachers and schools

abstract: many large urban school districts are rethinking their personnel management strategies, often giving increased control to schools in the hiring of teachers, reducing, for example, the importance of seniority. if school hiring authorities are able to make good decisions about whom to hire, these reforms have the potential to benefit schools and students. prior research on teacher transfers uses career history data, identifying the school in which a teacher teaches in each year. when such data are used to see which teachers transfer, it is unclear the extent to which the patterns are driven by teacher preferences or school preferences, because the matching of teachers to schools is a two-sided choice. this study uses applications-to-transfer data to examine separately which teachers apply for transfer and which get hired and, in so doing, differentiates teacher from school preferences. holding all else equal, we find that teachers with better pre-service qualifications (certification exam scores, college competitiveness) are more likely to apply for transfer, while teachers whose students demonstrate higher achievement growth are less likely. on the other hand, schools prefer to hire �higher quality� teachers across measures that signal quality. the results suggest that not only do more effective teachers prefer to stay in their schools but that schools are able to identify and hire the best candidates when given the opportunity

abstract: trade policy is an important topic in global public policy. it is recognized that trade is hampered when buyers have incomplete information about the offered products, a problem accentuated in the international markets by the physical and cultural distances between buyers and sellers. buyers look for proxies to assess product quality, and exporters that can provide assurance about quality gain a competitive advantage. our paper focuses on voluntary or private regulatory programs that have emerged as important instruments to correct policy failures. we examine how trade competition motivates firms to signal quality by joining iso 9000, the most widely adopted voluntary quality certification program in the world. methodologically, our study is novel because we observe trade competition at the bilateral and the sectoral levels. structural equivalence, the measure of competition we introduce in this paper, captures competitive threats posed by actors that export similar products to the same overseas markets. we study iso 9000 adoption levels from 1993 to 2002 for 134 countries, and separately for non-oecd countries and non-eu countries. across a variety of specifications, we find that trade competition drives iso adoption: the uptake of iso 9000 is encouraged by iso 9000 adoption by firms located in countries that are �structurally equivalent� trade competitors. given that information problems about product quality are likely to be more salient for developing country exporters, we find that trade competition offers a stronger motivation for iso 9000 adoption in non-oecd countries in relation to developed countries.

abstract: we examine the flow of federal grants-in-aid from the u.s. environmental protection agency (epa) to the states. we simultaneously model two dependent variables (the flow of epa funds, and state environmental and natural resource budgets) to identify the independent roles of state political institutions, political preferences, economic and demographic characteristics, and the task environment. our central focus, though, is on the relationship between grants and state spending after taking into account those direct effects. we examine the evidence for positive association (a flypaper effect) and negative association (crowding out). we show the different roles for political institutions, political preferences, demographic and economic characteristics, and the task environment in each spending context. most importantly, we find evidence for a flypaper effect between federal funds and state spending: federal spending and state spending are positively correlated after accounting for the contribution of the unique factors.
